Purpose of the GST Voucher Scheme: Why Singapore Provides It

We all know that Singapore uses a progressive tax system. People who earn more pay significantly higher income taxes. The wealthiest 20% of households actually provide about 80% of all income tax collected. GST operates differently though. Everyone pays the same GST rate regardless of income when buying coffee at a local coffee shop or shopping for groceries at the supermarket. This means GST affects lower-income families more severely. The government created temporary GST offsets in 2007 to reduce this burden. These offsets became a permanent program called the GST Voucher Scheme in 2012. The scheme helps ensure that GST does not place unfair pressure on families who are already struggling financially. Today the scheme includes four components. These are Cash payments, MediSave top-ups U-Save utilities rebates & Service and Conservancy Charges rebates. Each component addresses different household expenses and needs.

GSTV-Cash 2026: Financial Relief for Everyday Living Costs

Cash remains the most direct form of assistance and GSTV-Cash provides that financial relief. Payments are distributed each December & typically arrive through PayNow-NRIC. Who Can Receive GSTV-Cash in 2025 You need to meet these requirements: Hold Singapore citizenship and reside in Singapore Be at least 21 years old Have an Assessable Income for YA 2024 that does not exceed $34,000 Reside in a property with an Annual Value of $31,000 or less as of 31 December 2024 Own no more than one property The AV limits were increased starting from 1 January 2025. The payment structure works like this: Properties with AV below $21,000 receive $850 Properties with AV between $21,000 and $31000 receive $450 This change allows more households across different neighborhoods to qualify. Residents in established estates like Ang Mo Kio and newer developments such as Punggol BTOs can now benefit from the scheme.

GSTV-MediSave 2026: Additional Medical Savings for Seniors

– You need to be a Singapore citizen who lives in Singapore.

– You must be 65 years old or older during 2025

– Your home should have an annual value of $31000 or less.

– You cannot own more than one property.

The government does not look at your income for this scheme. This means that retired seniors who do not earn any money can still receive the full top-up amount.

GSTV-U-Save offers quarterly rebates that go straight into your SP Services utilities account to help reduce these costs. Eligibility Requirements You can receive U-Save rebates if you meet these conditions:

– You reside in an HDB flat and at least one owner or occupier is a Singapore citizen.

Β GSTV-S&CC Rebate 2026: Helping Households Lower Conservancy Charges

Service and Conservancy Charges may not seem exciting but they are a regular expense for everyone living in HDB flats. The GSTV-S&CC Rebate helps reduce this cost. The government pays this rebate four times a year in January April, July and October.

Eligibility Criteria for the S&CC Rebate in 2026

– You must have at least one Singapore citizen who owns & lives in the flat.

– You cannot own any private property. You cannot rent out the entire flat.

– Households usually receive between 1.5 and 3.5 months of rebates each year.

Β For 2025 the government included an additional 0.5-month rebate in January which was announced in Budget 2024.
